Impact Planning and Improvement Analyst

The foundation recently established a small internal team to focus on impact planning, assessment, and improvement at the portfolio and strategy level. This team works with senior management and program staff in developing program strategies, measuring results, and assessing impact. The team will help the foundation work to ensure that we plan for impact, measure results and continuously improve our strategies and practices. The IPI team within the US Program is responsible for developing standards and processes for assessing program results and learning from experience.†The team provides internal consulting to help ensure that the Foundation efficiently produces real and lasting results through its grant-making. Members of the team work closely with program officers during strategy development and implementation to ensure that appropriate measurement and evaluation strategies and methods are developed and the results reported in a manner to support learning and adaptation by the Foundation and other relevant actors.
The IPI Analyst works independently and in collaboration with members of the USP IPI team officers to support the shaping, developing and monitoring of measurement strategies and third party evaluation contracts. The IPI Analyst position will provide analytical and research support in addition to coordinating and managing a range of projects involved in ongoing grant management and strategy development support for the US Program teams. † Provide ongoing research and analytical support for the IPI Deputy Director and program officers working in a variety of areas. Support Senior IPI officers in designing and implementing measurement and evaluation strategies for each program area (College Ready, Post Secondary, Libraries and Pacific Northwest). Conduct literature reviews using traditional and web-based sources, collecting secondary data and synthesizing findings. Analyze qualitative and quantitative data. Synthesize and distill research, evaluation reports and findings for presentation, publication and distribution to stakeholders inside and outside the Foundation. Assist in negotiation and tracking implementation of evaluation contracts, including milestones and deliverables, payment schedules, and reporting requirements. Travel occasionally, up to 15%, to assist in program related events.

A minimum of 5 years professional experience in a similar role requiring the application of business analytics, evaluation, research and writing skills to enhance decision-making and strategy development, ideally with exposure to issues related to education and poverty in the United States.
Advanced degree in a field requiring significant fluency in statistical methods, evaluation design or business analytics, or equivalent experience.
Demonstrated excellent written and oral communication skills and an ability to communicate with a diverse audience on complex and technical issues.
Demonstrated ability to work independently and show initiative in projects and work assignments.
Demonstrated success in roles requiring execution of multiple tasks while responding to multiple priorities in a highly dynamic environment.
Demonstrated ability to work with efficiency, flexibility and good humor, particularly as part of a team effort.
Ability to exercise tact and diplomacy in an organizational setting.
A deep commitment to the overall mission of the Foundation, its programs, and an approach consistent with the foundationís guiding principles.
Demonstrated proficiency using MSWord, Outlook, Excel, Access, and PowerPoint or related software.
