The Collection Management Officer-Specialist (CMO-S) manages the collection, evaluation, protection and dissemination of raw intelligence. They serve as the bridge between the consumers of intelligence--policymakers and the Intelligence Community -and the core collectors overseas who are handling sources of foreign intelligence. They are substantive experts in their field, must know how NCS operations are conducted overseas and have a solid understanding of international issues and consumer requirements for foreign intelligence.
The HQS-based CMO has extensive interaction with U.S. intelligence customers such as the Departments of State, Treasury, and Energy; the Defense Intelligence Agency and military commands, the FBI and the Department of Homeland Security. The CMO-S is tasked with translating U.S. government national security concerns into specific requirements for NCS collection overseas. The CMO-S will identify intelligence gaps, draft requirements for overseas collectors and provide relevant background for a field officer to conduct debriefings. The CMO-S briefs consumers and policymakers in Washington on the current collection in their area of expertise. HQS-based CMOs work closely with their field-based CMO colleagues to make sure the intelligence collected is the best possible product that can be delivered to our customers. HQS-based CMOs spend the bulk of their careers in the Washington, D.C. area, although there are opportunities for temporary duty assignments in the field.
Successful CMOs have excellent oral and written communications skills. CMOs are skilled at time management and multitasking. They must be team players but also have the ability to work independently. CMOs tend to see the "big picture" first and think strategically; they often are "news junkies," and enjoy being the go-to person in their area of expertise. They must be able to balance priorities, particularly when pulled in numerous directions. A successful CMO is also adept at handling ambiguous situations and working under minimal supervision.
Minimum requirements include a bachelor's degree and an excellent academic record (minimum 3.0 GPA), with a strong interest in international affairs, solid interpersonal and critical thinking skills and the ability to write and brief clearly and accurately. Of particular interest are applicants with foreign travel, foreign language proficiency, prior residency abroad, military experience and/or a background in Central Eurasian, East Asian and Middle Eastern languages and cultures. Demonstrated interest in international business, finance or relations, economics, physical science or nuclear, biological or chemical engineering would be a plus. As with all NCS professional careers, the job responsibilities require absolute personal and professional integrity.
All applicants must successfully complete a thorough medical and psychological exam, a polygraph interview and an extensive background investigation. US citizenship is required.
To be considered suitable for Agency employment, applicants must generally not have used illegal drugs within the last twelve months. The issue of illegal drug use prior to twelve months ago is carefully evaluated during the medical and security processing.
