The incumbent serves as the Director, Abusive Transactions and Technical Issues and is responsible for providing executive leadership and direction in analyzing abusive tax transactions, tax schemes, and emerging issues. The incumbent provides Service-wide policy guidance for Abusive Scheme compliance processes and emerging compliance issues. The incumbent is responsible for the execution of national programs and policy, which include Abusive Transactions, Lead Development Center, and Technical Advisory Groups. The incumbent is also responsible for communicating new or revised policies as well as their impact on Compliance operations nationwide. The incumbent reports to the Director, Examination. Back to top Duties Additional Duty Location Info: Washington DC Metro Area, DC; New York City, NY; St. Louis Metro area, MO Formulates short and long-range program policies, strategies, and objectives to ensure compliance to operational procedures and controls. Designs and develops programs to solve complex abusive schemes and identify trends in order to understand and address taxpayer needs and behavior patterns. Provides information to assist revenue agents and revenue officers when working abusive transaction and emerging issue cases. Coordinates the investigation of abusive schemes and works closely with the Appeals, Counsel, and other operating divisions to explore alternative resolution strategies. Provides executive leadership and direction through subordinate managers. Delegates sufficient authority to subordinates to effectively manage their resources and provides a supportive environment for creativity and innovation. Coordinates program activities with other top level IRS executives to prepare Service-wide policies, address cross-functional issues, develop strategies, and ensure consistency of approach. Identifies and details integrative mechanisms between Operating Divisions. Directs the development of activities to build leveraged partnerships and collaborates with stakeholders and industry experts to increase taxpayer education, develop industry expertise within the Service, and clarify tax code issues. Manages all human, physical, information technology, and financial resources assigned to the Small Business/Self Employed Division and allocates these resources in accordance with overall strategies to further the accomplishment of specific goals. Back to top Qualifications and Evaluations QUALIFICATIONS REQUIRED: As a basic requirement of entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 level in the Federal service , or its equivalent with state or local government, the private sector, or non-governmental organizations. You must be a U.S. citizen to qualify for this position. You will need to successfully complete a background security investigation before you can be appointed into this position. You must undergo a tax records check before you can be appointed into this position. HOW YOU WILL BE EVALUATED: A narrative statement specifically addressing the Executive Core Qualifications (ECQs) and the Technical Competencies are mandatory. The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical competency. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES employees are not required to address the ECQs. A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. PLEASE ADDRESS THE FOLLOWING TECHNICAL COMPETENCIES: TECHNICAL COMPETENCIES TC 1: Tax Administration - Significant knowledge of the theories, concepts, principles and applications of tax law and tax administration. Familiarity with relevant legal issues, legal precedents, legislative and regulatory processes, and international tax issues. TC 2: Compliance – Knowledge of compliance programs including pre-filing and post-filing activities in sufficient depth to do one or more of the following: plan and direct the work of subordinates, promote voluntary compliance, and ensure fair and equitable compliance activity. TC 3: Legislative Analysis – Knowledge of the legislative process and ability to analyze and predict the impact of proposed legislation and advise on its ramifications on small business programs.
